Patrick Winfree is the head of the preconstruction department at Rock City Mechanical. He has been with Rock City for 21 years and headed the preconstruction department for the last 15 years. Patrick oversees the teams that assemble pricing for a variety of projects. He has years of experience pricing healthcare, commercial, and institutional projects from early budgets to final GMPs.
